Programme for the prevention of homelessness and rapid re-housing On 17 May 1898, the On February 2, 2009, President Obama signed the American Recovery and Reinvestment Act of 2009, which provides for a USD 1.5 billion for a homeless prevention fund. Department of Real Estate and Housing - WILMINGTON offers program, called the Homelessness Prevention and Rapid Re-Housing Program (HPRP), is distributed based on the formula used for the Emergency Shelter Grants (ESG) program. Grants may provide rental assistance or services to eligible Program Participants living or wishing to live outside their jurisdiction. A grantee may set stricter requirements, such as requiring HPRP funds to be spent within jurisdiction or establishing a residency requirement, but HUD is not setting these requirements. They may also fund ubgrantees that serve people outside the jurisdiction, subgrantees that are outside the jurisdiction, and subgrantees that serve many jurisdictions.
