Homelessness Prevention and Rapid Re-housing Program On February 17, 2009, President Obama signed the "American Recovery and Reinvestment Act of 2009", which provides 1.5 billion dollars for a fund to prevent homelessness. FUNDING FOR THIS, KNOWN AS THE HOMELESS PREVENTION AND RAPID REHOUSING PROGRAMME (HPRP), IS BEING ALLOCATED UNDER THE FORMULA USED BY THE EMERGENCY HOUSING GRANT (ESG) PROGRAMME. Grantees may provide rental assistance or services to eligible program participants who live or seek to live outside the jurisdiction. They may also fund subgrants serving persons outside the jurisdiction, subordinates who are outside the jurisdiction, and subordinates serving multiple jurisdictions. A beneficiary may establish stricter requirements, such as requiring HPRP funds to be spent within the jurisdiction or establishing a residence requirement, but hud is not defining those requirements.     Looking for rent assistance as I move to Honolulu. I've lived in Illinois and the weather for my 62 year old self with hypothyroidism I cannot stay warm and practically hibernate in winter. I will be having a job there.
