Homeless and Quick Re-Housing Prevention Program On February 17, 2009, President Obama signed the U.S. Recovery and Reinvestment Act of 2009, which is $1.5 billion for a Homeless Prevention Fund. Homeless Programs Branch (HPB) - HI STATE PROGRAM offers program that called the Rapid Homelessness Prevention Program (HPRP), is being distributed based on the formula used for the Emergency Shelter Program (ESG). Candidates may provide rental assistance or services to program participants who reside or are eligible to reside. They can also fund subgrantes that serve people outside the jurisdiction, subgrantes that are located outside the jurisdiction, and subgrantes serving multiple jurisdictions. A recipient may establish more stringent requirements, such as requiring that HSPP funds be spent in the jurisdiction or establishing a residency requirement, but HUD does not set these requirements.
