The mission of Operation Threshold is to collaborate, educate and provide services to help meet the basic needs of people and create opportunities for self-sufficiency. Operation Threshold is a private nonprofit Community Action Agency serving low-income families and individuals. The agency is one of 1,000 across the country and one of 18 in Iowa. The Community Action movement arose from the passage of the Economic Opportunity Act of 1964 and the nation s declaration of war on poverty. Through this act, President Johnson and Congress provided the mechanism for establishing grassroots involvement in the planning and administration of anti-poverty programs. Community Action Agencies reach out to all low-income people in their communities, address multiple needs through a comprehensive approach, develop partnerships with other community institutions, involve low-income clients in the agency s operations and administer a full range of coordinated programs aimed at having a measurable impact on poverty.
