On February 17, 2009, President Obama signed the U.S. Recovery and Reinvestment Act of 2009, which is $1.5 billion for a Homeless Prevention Fund. Cook County Planning and Development - COOK COUNTY offers program that called the Homelessness Prevention and Rapid Re-Housing Program (HPRP), are distributed on the basis of the formula used for the Emergency Shelter Grants (ESG) program. Grant recipients may provide rental services or services to program participants who live or wish to reside outside their jurisdiction. They can also fund ubgrantees that serve individuals outside of jurisdiction, sub-grants that are outside the jurisdiction, and subgrantees that serve multiple jurisdictions. The assignee may set stricter requirements, such as requiring hprp funds to be used in jurisdictions or determining residency requirements, but hud does not set these requirements.
