On February 17, 2009, President Obama signed the U.S. Recovery and Reinvestment Act of 2009, which is $1.5 billion for a Homeless Prevention Fund. Department of Community Development - PATERSON offers program called the Rapid Homelessness Prevention Program (HPRP), is being distributed based on the formula used for the Emergency Shelter Program (ESG). Beneficiaries may provide rental assistance or services to eligible program participants who reside or wish to reside outside their jurisdiction. In addition, they may fund grantees that serve individuals outside of jurisdiction, grantees that are outside of jurisdiction, and grantees that serve multiple jurisdictions. A recipient may establish stricter requirements, such as requiring PHP funds to be spent in the jurisdiction or establishing a residency requirement, but hud does not establish these requirements.
