Homelessness prevention and rapid rehousing programmes On 17 May 1898, the On February 2, 2009, President Obama signed the American Recovery and Reinvestment Act of 2009, which provides for a USD 1.5 billion for a homeless prevention fund. Division of Community Development - JERSEY CITY  offers program that called the Homelessness Prevention and Rapid Re-Housing Program (HPRP), is distributed based on the formula used for the Emergency Shelter Grants (ESG) program. Beneficiaries can provide assistance or rental services to eligible program participants who reside or wish to reside outside their jurisdiction. They may also fund ubgrants that serve persons outside the jurisdiction, sub-grantes outside the jurisdiction, and sub-grantees that serve several jurisdictions. GRANT RECIPIENTS MAY ESTABLISH MORE STRINGENT REQUIREMENTS, SUCH AS REQUIRING HPRP FUNDS TO BE SPENT WITHIN JURISDICTIONS OR ESTABLISHING RESIDENCY REQUIREMENTS, BUT THE HUD DOES NOT SET THESE REQUIREMENTS.
