Homelessness prevention and early re-housing programme On February 17, 2009, President Obama signed the U.S. Recovery and Reinvestment Act of 2009, which is $1.5 billion for a Homeless Prevention Fund. Division of Housing and Community Development - HUDSON COUNTY offers program, called the Homelessness Prevention and Rapid Re-Housing Program (HPRP), is distributed based on the formula used for the Emergency Shelter Grants (ESG) program. Beneficiaries can provide assistance or rental services to eligible program participants who reside or wish to reside outside their jurisdiction. They may also fund subguarantees that serve people outside the jurisdiction, subguarantees that are located outside the jurisdiction, and subguarantees that serve multiple jurisdictions. The assignee may set stricter requirements, such as requiring hprp funds to be used in jurisdictions or determining residency requirements, but hud does not set these requirements.
