Homelessness Prevention and Rapid Rehousing Program On February 17, 2009, President Obama signed the American Recovery and Reinvestment Act of 2009, which provides $1.5 billion for a homelessness prevention fund. Division of Housing & Community Development - ESSEX COUNTY offers program known as the homelessness prevention and rapid re-housing programme (hprp), is being distributed according to the formula used in the emergency housing grant (esg) program. Grantees may provide rental assistance or services to eligible program participants who reside or wish to reside outside their jurisdiction. They may also fund subguarantees that serve people outside the jurisdiction, subguarantees that are located outside the jurisdiction, and subguarantees that serve multiple jurisdictions. The grantee may set stricter requirements, such as requiring hprp funds to be spent within jurisdiction or establishing a residency requirement, but hud does not establish these requirements.
