Homelessness Prevention and Rapid Re-Housing Program On 17 May 1898, the On February 2, 2009, President Obama signed the American Recovery and Reinvestment Act of 2009, which provides for a USD 1.5 billion for a homeless prevention fund. Funding for this program, known as the Homelessness and Rapid Rehabilitation Programme (HPRP), is distributed based on the formula used in the Emergency Shelter Grants (ESG). Beneficiaries may provide rental assistance or services to eligible program participants who reside or wish to reside outside their jurisdiction. They may also fund subguarantees that serve people outside the jurisdiction, subguarantees that are located outside the jurisdiction, and subguarantees that serve multiple jurisdictions. A grantee may impose more stringent requirements, such as that HPRP funds must be spent within the jurisdiction or that there is a residency requirement, but the HUD does not specify these requirements.
