Altoona Planning & COmmunity Development - ALTOONA offers program called the Homelessness Prevention and Rapid Housing Recovery Program (HPRP), is distributed according to a formula used for the Emergency shelter grant program (ESG). Recipients can provide rental assistance or services to eligible program participants who reside or wish to reside outside their territory. They may also fund ubgrants that serve persons outside the jurisdiction, sub-grantes outside the jurisdiction, and sub-grantees that serve several jurisdictions. This grant may establish stricter requirements, such as the requirement to spend HPRP funds within jurisdiction or establish a residence requirement, but HUD does not lay down those requirements.
