Homelessness prevention and rapid housing programmes. On February 17, 2009, President Obama signed the American Recovery and Reinvestment Act of 2009, which provides $1.5 billion for a homelessness prevention fund. Department of Building and Housing Developmen - HARRISBURG offers program, called the Rapid Housing and Re-Housing Prevention Program (HPRP), is being distributed based on the formula used for the Emergency Shelter Grants (ESG) program. Grants may provide rental assistance or services to eligible Program Participants living or wishing to live outside their jurisdiction. They can also fund drunks serving people outside the jurisdiction, subgrants who are outside the jurisdiction, and subgrants serving multiple jurisdictions. A recipient may establish stricter requirements, such as requiring PHP funds to be spent in the jurisdiction or establishing a residency requirement, but hud does not establish these requirements.
