Department of Economic and Community Development - ERIE offers program called the Homelessness Prevention and Rapid Housing Recovery Program (HPRP), is distributed according to a formula used for the Emergency shelter grant program (ESG). Scholars may provide assistance or rental services to eligible program participants who reside or would like to reside outside their jurisdiction. They may also fund ubgrantees that serve people outside the jurisdiction, subgrantees that are outside the jurisdiction, and subgrantees that serve many jurisdictions. A recipient may establish more stringent requirements, such as requiring that HSPP funds be spent in the jurisdiction or establishing a residency requirement, but HUD does not set these requirements.
