Homeless and Rapid Re-Housing Prevention Program On February 17, 2009, President Obama signed the American Recovery and Reinvestment Act of 2009, which provides $1.5 billion for a homelessness prevention fund. Economic and Community Development Department - WILLIAMSPORT offers program called the Homelessness Prevention and Rapid Re-Housing Program (PRHP), is distributed using the formula used for the Emergency Shelter Grants (GSS) program. Beneficiaries may provide rental assistance or services to eligible program participants who reside or wish to reside outside their jurisdiction. They may also fund ubgranates serving people outside the jurisdiction, subgranates serving people outside the jurisdiction and subgranates serving multiple jurisdictions. A scholarship holder may set more stringent requirements, such as the requirement to spend HPRP funds within the jurisdiction or to establish a residence requirement, but the HUD does not specify these requirements.
