Homelessness Prevention and Rapid Re-Housing Program On February 17, 2009, President Obama signed the 2009 U.S. Reconstruction And Reinvestment Act and donated $1.5 billion to the Homeless Protection Fund. Luzune County Office of Community Development - LUZERNE COUNTY  offers program that called the Homelessness Prevention and Rapid Re-Housing Program (HPRP), are distributed on the basis of the formula used for the Emergency Shelter Grants (ESG) program. Beneficiaries may provide rental assistance or services to eligible program participants who are residing or would like to reside outside their jurisdiction. They can also fund subgrantes that serve people outside the jurisdiction, subgrantes that are located outside the jurisdiction, and subgrantes serving multiple jurisdictions. A beneficiary may establish stricter requirements, such as requiring HPRP funds to be spent within the jurisdiction or establishing a residence requirement, but the HUD does not establish such requirements.
