Homelessness Prevention and Rapid Housing Distribution Programme On February 17, 2009, President Obama signed the American Recovery and Reinvestment Act of 2009, which provided $1.5 billion for a Homelessness Prevention Fund. Office of Economic and Community Development - SCRANTON offers program, called the Rapid Homelessness Prevention Program (HPRP), is being distributed based on the formula used for the Emergency Shelter Program (ESG). Grantees may provide rental assistance or services to eligible program participants who reside or wish to reside outside their jurisdiction. They may also fund subsidies that serve persons outside the jurisdiction, subsidies that are outside the jurisdiction and subsidies that serve multiple jurisdictions.
