Homelessness prevention and fast-track home improvement program On February 17, 2009, President Obama signed the American Recovery and Reinvestment Act of 2009, which provides $1.5 billion for a Homeless Prevention Fund. PHILADELPHIA offers program, that known as the Homelessness Prevention and Rapid Re-Housing Program (HPRP), is distributed based on the formula for the EsG (Emergency Shelter Grants) program. Grantees may provide rental assistance or services to eligible program participants who reside or wish to reside outside of their jurisdiction. They may also finance grantees who serve persons outside the jurisdiction, secondary grantees located outside jurisdictions, and grantees who serve in multiple jurisdictions. Grant recipients may establish more stringent requirements, such as requiring hprp funds to be spent within jurisdictions or establishing residency requirements, but the hud does not set these requirements.  County served: Allegheny County
