Homeless and Rapid Re-Housing Prevention Program On February 17, 2009, President Obama signed the American Recovery and Reinvestment Act of 2009, which provides $1.5 billion for a Homeless Prevention Fund. Office of Economic Opportunity (OEO) - SC STATE PROGRAM offers program that called homeless prevention and rapid re-housing programs (hprp), are distributed based on formulas used in emergency shelter grant (esg) programs. Grant Recipients may provide rental assistance or services to eligible Program Participants who live or wish to live outside their jurisdiction. They may also finance ubgrantes serving outside the jurisdiction, sub-grenades that are outside the jurisdiction, and sub-grenades serving multiple jurisdictions. A payee may establish more stringent requirements, such as requiring that HPRP funds be spent within the jurisdiction or establishing a residency requirement, but HUD does not establish such requirements.
