Community Planning - VANCOUVER program offers called the Homelessness Prevention and Rapid Re-Housing Program (HPRP), is distributed based on the formula used for the Emergency Shelter Grants (ESG) program. Grantees may provide rental assistance or services to eligible members who reside or wish to live outside their jurisdiction. They may also fund subcommittees that serve persons located outside a jurisdiction, subcommittees that are located outside a jurisdiction and subcommittees that serve multiple jurisdictions. Grantees can establish more stringent requirements, such as requiring HPRP funds to be spent within their jurisdiction or establishing residency requirements, but HUD has not established these requirements.
