Homelessness Prevention and Rapid Housing Distribution Programme On February 17, 2009, President Obama signed the American Recovery and Reinvestment Act of 2009 into law. Housing Division - WA STATE PROGRAM offers program that provides Homelessness Prevention and Rapid Re-Housing Program (HPRP), is distributed based on the formula for the EsG (Emergency Shelter Grants) program. Beneficiaries may provide rental assistance or services to eligible program participants who are residing or would like to reside outside their jurisdiction. They may also finance ubgrantees serving persons outside the jurisdiction, subgrantees located outside the jurisdiction and subgrantees serving multiple jurisdictions. A scholarship holder can set stricter requirements, e.g. B. the use of HPRP funds within the jurisdiction or the establishment of a residence requirement, but HUD does not specify these requirements.
