The City of Norwich Human Services department employs highly skilled Adult and Family Case Management staff with extensive knowledge of area resources. Norwich Human services play a leadership role on the local, regional, and state level in addressing the needs of low-income residents and the city's homeless population. They provide occupational skills training and employment support services to Norwich's unskilled and/or underemployed workforce. Assistance:  Norwich Human Services provides assistance based upon the individualized needs of adults and families. Programs and services include but are not limited to:  * housing and Homelessness services * Case Management services * Emergency Rent/Utility Assistance * Food resources * Heat and Power Assistance * Relocation Assistance Renter's Rebate:  The Renter's Rebate Program is a state CT tax relief program administered by the office of Policy and Management. This program strives to refund money to elderly and disabled people who rent an apartment and who have paid a disproportionate amount of rent and utilities as compared to their income. The Program runs from May to October, although if you are incapacitated you may be granted an extension until December. Applications can be taken at Norwich Human Services and Rose City Senior Center. People living in Norwich Housing Authority Properties, or other elderly housing complexes such as AHEPA and Hamilton Park, may have their applications done on site. To qualify for this program you must be a senior citizen age 65 or older or a disabled person who is currently 100% disabled. You must have lived in CT for one full year at some time in your life and also must be a resident at the time of application. Income limits vary from year to year. Refund checks can range from $50 to $900 depending on your circumstance. Checks are mailed out in November and December.
