Deleware State Housing Authority - DE STATE PROGRAM offers program that called Homelessness Prevention and the Rapid Re-Housing Program (HPRP), is distributed based on the formula used in the Emergency Grants Shelter (ESG) program. Grantees may provide rental assistance or services to eligible program participants who live or seek to live outside the jurisdiction. They can also fund ubgrantees that serve individuals outside of jurisdiction, sub-grants that are outside the jurisdiction, and subgrantees that serve multiple jurisdictions. The grantee may set stricter requirements, such as requiring hprp funds to be spent within jurisdiction or establishing a residency requirement, but hud does not establish these requirements.
