Homelessness prevention and rapid re-housing programme On February 17, 2009, President Obama signed the American Recovery and Reinvestment Act of 2009, which provides $1.5 billion for a Homelessness Prevention Fund. Community Development Division - DULUTH offers program that called the Homelessness Prevention and Early Housing Program (HPP), is distributed on the basis of the formula used for the Emergency Shelter Assistance Program (ESG). Grants may provide rental assistance or services to eligible Program Participants living or wishing to live outside their jurisdiction. They may also fund grant recipients who serve persons outside the jurisdiction, grant recipients who are located outside the jurisdiction, and grant recipients who serve multiple jurisdictions. A beneficiary may establish stricter requirements, such as requiring HPRP funds to be spent within the jurisdiction or establishing a residence requirement, but hud is not defining those requirements.
