Department of Finance Bureau of Grants Management - CAMDEN offers program, called the Homelessness Prevention and Rapid Re-Housing Program (HPRP), is distributed based on the formula used for the Emergency Shelter Grants (ESG) program. Grantors may provide assistance with rent or services to eligible Participants who live or wish to live outside their jurisdiction. They may also finance ubgrantees serving persons outside the jurisdiction, subgrantees located outside the jurisdiction and subgrantees serving multiple jurisdictions. A beneficiary may establish stricter requirements, such as requiring HPRP funds to be spent within the jurisdiction or establishing a residence requirement, but the HUD does not establish such requirements.
