Homelessness prevention and fast-track home improvement program On February 17, 2009, President Obama signed the American Recovery and Reinvestment Act of 2009, which provides $ 1.5 billion to a Fund for the Prevention of the Homeless. They may also fund subgrantees serving people outside the jurisdiction, subgrantees located outside the jurisdiction, and subgrantees serving multiple jurisdictions. A scholarship holder may set more stringent requirements, such as a requirement to spend HPRP funds within the jurisdiction or to establish a residence requirement, but the HUD does not specify these requirements.
