Community Development Agency - YOUNGSTOWN offers program known as the homeless prevention and rapid rehousing programme (hprp), is being allocated under the formula used by the emergency housing grant (esg) program. Grant recipients may provide assistance or services for rent to eligible Program Participants who live or wish to live outside their jurisdiction. They may also fund subguarantees that serve people outside the jurisdiction, subguarantees that are located outside the jurisdiction, and subguarantees that serve multiple jurisdictions. A grantee may set more stringent requirements, such as requiring that HPRP funds be spent within the jurisdiction or establishing a residency requirement, but HUD is not setting these requirements.
