Community Development Department City of Springfield - SPRINGFIELD offers program that called the Homelessness Prevention and Rapid Re-Housing Program (HPRP), is distributed based on the formula used for the Emergency Shelter Grants (ESG) program. Grantees may provide rental assistance or services to eligible participants in the program who wish to live or live outside their jurisdiction. In addition, they may fund grantees that serve individuals outside of jurisdiction, grantees that are outside of jurisdiction, and grantees that serve multiple jurisdictions. A beneficiary may establish stricter requirements, such as requiring HPRP funds to be spent within the jurisdiction or establishing a residence requirement, but the HUD does not establish such requirements.
