Homelessness Prevention and Rapid Rehousing Program On February 17, 2009, President Obama signed the American Recovery and Reinvestment Act of 2009 into law. City of WilkesBarre Office of Economics & Community Development - WILKESBARRE offers program that called homelessness Prevention and Rapid Re-Housing Program (HPRP), is distributed according to the formula used for the Emergency Shelter Grants (ESG) program. Grants may provide rental assistance or services to eligible Program Participants living or wishing to live outside their jurisdiction. They may also fund grant recipients who provide services to persons outside the jurisdiction, grant recipients who are outside the jurisdiction and grant recipients who provide services to multiple jurisdictions. This grant may establish stricter requirements, such as the requirement to spend HPRP funds within jurisdiction or establish a residence requirement, but HUD does not lay down those requirements.
