Office of Housing and Community Development - DELAWARE COUNTY offers program known as the Homelessness and Rapid Rehabilitation Programme (HPRP), is distributed based on the formula used in the Emergency Shelter Grants (ESG). Beneficiaries may provide rental assistance or services to eligible program participants who reside or wish to reside outside their jurisdiction. They may also finance ubgrantees serving persons outside the jurisdiction, subgrantees located outside the jurisdiction and subgrantees serving multiple jurisdictions. A grantee may set more stringent requirements, such as requiring that HPRP funds be spent within the jurisdiction or establishing a residency requirement, but HUD is not setting these requirements.
