Homelessness prevention and early re-housing programme On February 17, 2009, President Obama signed the American Recovery and Reinvestment Act of 2009, which includes USD 1.5 billion for a homelessness prevention fund. Washington County Department of Human Services - WASHINGTON COUNTY offers program called the Homelessness Prevention and Rapid Re-Housing Program (HPRP), are distributed on the basis of the formula used for the Emergency Shelter Grants (ESG) program. Recipients may provide rent assistance or services to eligible program participants who reside or would like to reside outside their jurisdiction. Funding may also be provided to subgrantees serving persons outside the jurisdiction, subgrantees located outside the jurisdiction, and subgrantees serving multiple jurisdictions. A grantee may set stricter requirements, such as requiring HPRP funds to be spent within jurisdiction or establishing a residency requirement, but HUD is not setting these requirements.
