Homeless and Rapid Re-Housing Prevention Program On February 17, 2009, President Obama signed the U.S. Recovery and Reinvestment Act of 2009, which is $1.5 billion for a Homeless Prevention Fund. Municipality of Cabo Rojo Oficina de Programas Federales - CABO ROJO MUNICIPIO offers program that called the Homelessness Prevention and Rapid Re-Housing Program (HPRP), is distributed based on the formula used for the Emergency Shelter Grants (ESG) program. Grantees may provide rental assistance or services to eligible program participants who reside or wish to reside outside their jurisdiction. They may also fund grant recipients who provide services to persons outside the jurisdiction, grant recipients who are outside the jurisdiction and grant recipients who provide services to multiple jurisdictions.
