Homelessness prevention and rapid re-housing On February 17, 2009, President Obama signed the American Recovery and Reinvestment Act of 2009, which provides $1.5 billion for a Homeless Prevention Fund. Municipality of Cayey - CAYEY MUNICIPIO offers program called the Homelessness Prevention and Rapid Re-Housing Program (PRHP), is distributed using the formula used for the Emergency Shelter Grants (GSS) program. Scholarship holders may offer rental assistance or services to eligible program participants who are domiciled or wishing to reside outside their jurisdiction. They may also fund subcommittees that serve persons located outside a jurisdiction, subcommittees that are located outside a jurisdiction and subcommittees that serve multiple jurisdictions. The Grant Recipient may establish stricter requirements, such as requiring HPRP funds to be spent within the jurisdiction or requiring residence, but the HUD does not establish these requirements.
