Homelessness prevention and rapid re-housing On February 17, 2009, President Ma signed the American Recovery and Reinvestment Act 2009, raising $1.5 billion for a homelessness prevention fund. Office of Federal Affairs - SAN JUAN MUNICIPIO offers program called the Homelessness Prevention and Rapid Re-Housing Program (HPRP), is distributed based on the formula used for the Emergency Shelter Grants (ESG) program. Grants may provide rental assistance or services to eligible Program Participants living or wishing to live outside their jurisdiction. They can also fund subgrantes that serve people outside the jurisdiction, subgrantes that are located outside the jurisdiction, and subgrantes serving multiple jurisdictions. Grant recipients may establish more stringent requirements, such as requiring hprp funds to be spent within jurisdictions or establishing residency requirements, but the hud does not set these requirements.
