Homelessness Prevention and Rapid Re-Housing Program On February 17, 2009, President Obama signed the 2009 U.S. Reconstruction and Rein investment Act, donating USD 1.5 billion to the Homeless Prevention Fund. Greenville County Redevelopment Authority - GREENVILLE COUNTY offers program, called the Rapid Housing and Re-Housing Prevention Program (HPRP), is being distributed based on the formula used for the Emergency Shelter Grants (ESG) program. Beneficiaries may provide rental assistance or services to eligible program participants who are residing or would like to reside outside their jurisdiction. They may also fund subgrantees serving people outside the jurisdiction, subgrantees located outside the jurisdiction, and subgrantees serving multiple jurisdictions. A recipient may establish stricter requirements, such as requiring PHP funds to be spent in the jurisdiction or establishing a residency requirement, but hud does not establish these requirements.
