Homelessness Prevention and Rapid Re-Housing Program On February 17, 2009, President Obama signed the American Recovery and Reinvestment Act of 2009, which provided $1.5 billion for a Homelessness Prevention Fund. Horry County CDBg Department - HORRY COUNTY program that called the Homelessness Prevention and Early Housing Program (HPP), is distributed on the basis of the formula used for the Emergency Shelter Assistance Program (ESG). The grantee may provide rental assistance or services to eligible program participants who reside or wish to live outside their jurisdiction. They may also fund subguarantees that serve people outside the jurisdiction, subguarantees that are located outside the jurisdiction, and subguarantees that serve multiple jurisdictions. A recipient may establish more stringent requirements, such as requiring that HSPP funds be spent in the jurisdiction or establishing a residency requirement, but HUD does not set these requirements.
