South Dakota Housing Development Authority - SD STATE PROGRAM offers program called the Homelessness Prevention and Rapid Re-Housing Program (HPRP), is distributed based on the formula used for the Emergency Shelter Grants (ESG) program. Grantors may provide assistance with rent or services to eligible Participants who live or wish to live outside their jurisdiction. They may also finance ubgrantees serving persons outside the jurisdiction, subgrantees located outside the jurisdiction and subgrantees serving multiple jurisdictions. Grantees can establish more stringent requirements, such as requiring HPRP funds to be spent within their jurisdiction or establishing residency requirements, but HUD has not established these requirements.
