Colorado Department of Local Affairs Division of Housing - CO STATE PROGRAM offers program called the Homelessness Prevention and Rapid Rehousing Program (HPRP) and is distributed according to the formula for the Emergency Shelter Grant (ESG) program. Grantees may provide rental assistance or services to eligible program participants who live or seek to live outside the jurisdiction. In addition, they may fund grantees that serve individuals outside of jurisdiction, grantees that are outside of jurisdiction, and grantees that serve multiple jurisdictions. A grantee may impose more stringent requirements, such as that HPRP funds must be spent within the jurisdiction or that there is a residency requirement, but the HUD does not specify these requirements.
