Homelessness Prevention and Rapid Re-Housing Program On 17th February 2009 President Obama signed the American Renewal and Reinvestment Act 2009, which allocates $1.5 billion to the Homelessness Prevention Fund. Saint Paul Planning and Economic Development Department - ST PAUL offers program that called the Homeless and Rapid Re-Housing Prevention Program (HPRP), is being distributed based on the formula used for the Emergency Shelter Grants (ESG) program. Scholarship holders may offer rental assistance or services to eligible program participants who are domiciled or wishing to reside outside their jurisdiction. They may also fund subgrants serving persons outside the jurisdiction, subordinates who are outside the jurisdiction, and subordinates serving multiple jurisdictions. A recipient may establish more stringent requirements, such as requiring that HSPP funds be spent in the jurisdiction or establishing a residency requirement, but HUD does not set these requirements.
