Grant recipients may provide rental services or services to program participants who live or wish to reside outside their jurisdiction. they can also fund ubgrantees that serve individuals outside of jurisdiction, sub-grants that are outside the jurisdiction, and subgrantees that serve multiple jurisdictions. Grant recipients may establish more stringent requirements, such as requiring hprp funds to be spent within jurisdictions or establishing residency requirements, but the hud does not set these requirements.
