Homelessness Prevention and Rapid Housing Recovery Program On February 17, 2009, President Obama signed the American Recovery and Reinvestment Act of 2009, which ingested USD 1.5 billion for a Homelessness Prevention Fund. Department of Family & Community Development - ATLANTIC COUNTY offers program that called the Homelessness Prevention and Rapid Re-Housing Program (HPRP), are distributed on the basis of the formula used for the Emergency Shelter Grants (ESG) program. Grant recipients may provide rental services or services to program participants who live or wish to reside outside their jurisdiction. They may also fund ubgrantees that serve people outside the jurisdiction, subgrantees that are outside the jurisdiction, and subgrantees that serve many jurisdictions. THE ASSIGNEE MAY SET STRICTER REQUIREMENTS, SUCH AS REQUIRING HPRP FUNDS TO BE USED IN JURISDICTIONS OR DETERMINING RESIDENCY REQUIREMENTS, BUT HUD DOES NOT SET THESE REQUIREMENTS.
