Homelessness Prevention and Rapid Re-Housing Program On February 17, 2009, President Obama signed the American Recovery and Reinvestment Act of 2009 into law. Department of Community Development - CLEVELAND offers program called the Homelessness Prevention and Rapid Relocation Program (HPRP), is being distributed based on the formula used for the Emergency Shelter Grant (ESG) program. Grantees may provide rental assistance or services to eligible members who reside or wish to live outside their jurisdiction. They may also fund subsidies that serve persons outside the jurisdiction, subsidies that are outside the jurisdiction and subsidies that serve multiple jurisdictions. A grantee may set stricter requirements, such as requiring HPRP funds to be spent within jurisdiction or establishing a residency requirement, but HUD is not setting these requirements.
